Later ticket sales for local residents?

I can’t find it now but I recall seeing somewhere that another round of tickets will be available to locals who missed out on the initial sales. Can anyone confirm this can be expected and when and how to take advantage of it?

It’s usually earlier and I think it’s over already for this year.
