Is this chair going to be too high?
If so, what are the height limits for chairs, and does it depend where you’re sitting?

Generally the rule of thumb is it’s okay if you can’t roll a basketball under it. Google says a basketball diameter is about 9.5inches so that chair might be a smidge too tall.
I compiled a few options here and there are several others mentioned in the thread as well.

On the festival website it says high back chairs are allowed behind the sound booth. Would my pictured chair be in that category? And if so, how far back from the stage is the sound booth?
I really want to get this right - we’re traveling from NJ and have to pack foldable chairs in our suitcases. 
Yes that’s correct and that chair would be fine behind the sound booth. It’s is a little behind where I’m standing in this photo so it’s not terribly far back and the sound is still great:
Here’s a pic from the poser pit (the fenced off area in the front) looking back toward the sound booth you can see on the left hand side of the frame:
And one more from the wayyy back (I think I’m at the back fence and zoomed in). Sound booth is the white tent on the right. This photo was taken during the tarp run so you’ll notice there aren’t any chairs out yet. The area behind those tarps fills in and shade structures start popping up about where my frame cuts off at the bottom.
